The Attorney General must give grants, if money is available, to states, local governments, and nonprofit groups. The grants pay for programs that teach children and parents how to stay safe on the Internet. “State” means U.S. states, the District of Columbia, Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands. Funds were authorized for fiscal years 2007 through 2011 in whatever amounts are needed.
