Creates the Jessica Lunsford Address Verification Grant Program to give money to States, local, and Indian tribal governments so they can pay officials to check, at set times, where some or all registered sex offenders live. Governments that want a grant must apply to the Attorney General when and how the Attorney General asks, say what they will do with the money, and promise to follow the rules. The Attorney General must pay for different kinds of address-check programs so their results can be compared. Money may be provided as needed for fiscal years 2007 through 2009. By April 1, 2009, the Attorney General must report to Congress on how well the program worked, how its costs compare to other options for reducing sex offenses, and whether funding should continue and at what level.
