The Attorney General must give a State more money under the formula grants covered by this chapter if the State has a law that lets the mother of a child conceived by rape ask a court to end the rapist’s parental rights. A court must be able to grant that request when it finds, by clear and convincing evidence, that the child was conceived by rape.
