Congress finds that in 1994 seven‑year‑old Megan Nicole Kanka was kidnapped, sexually attacked, and murdered by a neighbor who had a prior child‑sex conviction. To protect children, Congress passed Megan’s Law in 1996 (Public Law 104–145) to help states find and watch sex offenders and the Adam Walsh Act in 2006 (Public Law 109–248) to create a national registry and public notification system. Reports show known child‑sex offenders travel overseas, and international estimates say millions of children are victims of commercial sexual exploitation each year; traveling to another country to have sex with a child is a form of that exploitation and can be child sex trafficking.
