If money is available, the Attorney General must strengthen how the federal government fights theft of intellectual property, working with the FBI director. The plan must add at least 10 FBI agents to help the Justice Department’s Computer Crime and Intellectual Property Section. Each Computer Hacking and Intellectual Property Crime Unit must have at least one extra FBI agent beyond those assigned by October 13, 2008. Each such unit at a U.S. Attorney’s office must have at least two Assistant U.S. Attorneys. The Attorney General must also set up regular training for FBI agents on investigating, prosecuting, and doing forensics for these crimes. If money is available, and no later than 180 days after October 13, 2008, the Attorney General must, through U.S. Attorneys’ Offices, the Computer Crime and Intellectual Property Section, and the Organized Crime and Racketeering Section, and working with the FBI and other agencies like the Department of Homeland Security, create and carry out a long-term plan to investigate and prosecute international organized crime groups that steal or support the theft of intellectual property. Congress authorized $10,000,000 for each of fiscal years 2009 through 2013 to fund these efforts.
