The Attorney General, through the Bureau of Justice Statistics, must give each State a grant if money is available. Priority goes to States that, on March 23, 2018, had the lowest share of up-to-date case outcome records in their computerized criminal history files and that will use the money to focus on finding and sending felony conviction and domestic violence records. The grants can be used to create or improve computerized criminal history systems; make the national instant criminal background system easier to use; help States send their criminal records to the national system; and to make and follow an implementation plan under section 40917. Up to $200,000,000 is authorized for these grants for fiscal year 1994 and every fiscal year after that.
