Summary

The Director of the Bureau of Justice Statistics must study and evaluate how the National Instant Criminal Background Check System (NICS) works, including the records and operations of the agencies that support it. By January 31 each year the Director must send Congress a report with the estimates the States provided, and must also send Congress and each State in the National Criminal History Improvement Program a report on State practices the Director finds to be best for collecting, keeping, automating, and sending information used to decide if someone is barred from possessing or receiving a firearm and other NICS-related records. Funds as needed were authorized for fiscal years 2009 through 2013 to complete these studies, evaluations, and reports.
