Beginning with fiscal year 1991, the FBI Director can charge fees to process fingerprint records and name checks for non-criminal-justice jobs, licenses, and certain private contractor employees who work on classified government contracts. Even though section 3302 of title 31 says otherwise, the FBI can keep those fees to pay salaries and other costs, and the Director can add extra to create a fund, available until spent, to pay for automating fingerprint and criminal justice information services.
