The Attorney General and the FBI must set up a task force with the retail industry to fight organized retail theft and to help create a national database run by the private sector that tracks where these crimes happen in the United States. The database must let federal, state, and local law enforcement and approved retail companies (and approved retail databases) send in and view information electronically. The Attorney General must provide funds for federal agencies’ ongoing admin and tech costs. The Director of the Bureau of Justice Assistance may give grants to help state and local agencies with those costs. Congress authorized $5,000,000 for each fiscal year 2006 through 2009 for training federal law enforcement, investigating and prosecuting offenders, and working with the private sector to set up and use the database. Organized retail theft means: (1) stealing large quantities not meant for personal use to resell or put back into commerce; (2) knowingly receiving, hiding, selling, moving, or disposing of property taken that way; (3) organizing or recruiting others to do (1) or (2).
