The Attorney General, through the Office of Justice Programs, must give grants to the highest state courts that join the program so they can create and run a threat assessment database. A threat assessment database lets a State study trends in domestic terrorism and crime, estimate how likely specific attacks or crimes are to happen, and design steps and procedures to lower those risks. The Attorney General must set a basic list of data fields so the databases can share information with other States and with the Department of Justice. The law authorizes $15,000,000 for each of fiscal years 2008 through 2011 to carry out the program.
