Defines key words used in this chapter. Federal law enforcement assistance means money, equipment, training, intelligence, and people supplied to help law enforcement. Federal law enforcement community means the heads of these federal agencies: Federal Bureau of Investigation; Drug Enforcement Administration; Criminal Division of the Department of Justice; Internal Revenue Service; Customs Service; Immigration and Naturalization Service; United States Marshals Service; National Park Service; United States Postal Service; Secret Service; Coast Guard; National Security Division of the Department of Justice; Bureau of Alcohol, Tobacco, Firearms, and Explosives; and other federal agencies that have legal authority to investigate federal crimes. Law enforcement emergency means an unusual, serious, or widespread situation that state and local resources cannot handle; it does not include routine crowd-control planning or enforcing laws at scheduled public events like political conventions or sports events. State means any U.S. state, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Trust Territory of the Pacific Islands, or the Commonwealth of the Northern Mariana Islands.
