Stops federal agents from investigating crimes unless some other law already allows those investigations. It also prevents the Attorney General or federal law enforcement from running, directing, or controlling any local police force or criminal justice agency that asks for federal help. The federal government cannot make aid depend on a local agency adopting certain policies, or cut off aid because the agency did not adopt them. Federal grant money must not replace state or local funds that would otherwise pay for these programs. These limits do not stop the government from giving emergency help when other laws allow it.
