The Attorney General must give grants to States to help prosecutors do a better job in death-penalty cases. The money can pay for things like training, creating rules and qualifications for prosecutors, checking prosecutor performance (the reviewer cannot take part in a specific trial), studying legal changes to reduce mistakes, reviewing death-sentenced cases for possible post-conviction DNA testing, and helping victims’ families. The grants must not be used, directly or indirectly, to pay for the prosecution of any specific death-penalty case.
