Defines a few important words used in the Act. An "exoneree" is a person who was convicted of a federal, tribal, or state crime punishable by more than 1 year, who served at least 6 months in a prison or jail because of that conviction, and who was later found to be actually innocent. "Indian tribe" means whatever section 10251 of this title says. The word "offender" also includes an exoneree. "Transitional Jobs strategy" is a work program for youth and adults who are chronically unemployed or face work barriers. It is run by governments, workforce boards, and nonprofits. It gives short-term paid jobs (without replacing current workers) paid at least the higher of the rate in section 206(a)(1) of title 29 or the state/local minimum wage, and combines work with training, case management, support services, help getting regular jobs, and help staying employed.
