The Attorney General may use money provided to gather information and create simple guidance for state prison systems and child welfare agencies. The guidance must explain ways to keep parent-child bonds during and after incarceration, help parents improve themselves, and involve parents in planning for their children’s future, including children in foster care or kinship care. Within 1 year after the guidance is finished, the Attorney General must share it with States and other relevant groups. Congress urges States and others to use these practices to better protect and support children of incarcerated or formerly incarcerated parents.
