The Director of the Patent and Trademark Office can make a rule that lets people use a written declaration instead of taking an oath for any document filed with the Office that normally must be sworn. If a written declaration is used, the form must warn the signer that lying on it can bring fines or prison under 18 U.S.C. 1001.
