When a reexamination ends and any appeals are finished, the Director must issue and publish a certificate that cancels any patent claim found unpatentable, confirms claims found patentable, and puts into the patent any amended or new claim found patentable. Any amended or new claim added this way has the same effect as in section 252 for reissued patents for anyone who made, purchased, used in the United States, imported into the United States, or made substantial preparations for the claimed item before the certificate was issued.
