Makes the national convention the group's top decision-maker. It is made up of officers and elected representatives from States and local groups. The convention must represent all members and cannot be controlled by only a few people or a group that keeps choosing its own members. Meetings can be in Washington, D.C., any State, territory, or U.S. possession. The constitution and bylaws decide officers' titles, how they are chosen, how long they serve, and what they must do.
