Creates a corporation to defend the U.S. Constitution and to gather, protect, and promote study of records and memories about 7 December 1941 (Pearl Harbor), especially those of people who served. It must care for the graves of those who served that day; encourage communities and local governments to stay involved in national affairs; protect the nation from threats at home and abroad; preserve American traditions and values; and teach patriotism and healthy minds and bodies to young people.
