The organization must hold a yearly national convention made up of delegates chosen by the departments. The national executive committee is the group's governing board. It includes the president, the president‑elect, the immediate past president, three vice presidents, three junior vice presidents, at least three other committee members, and the executive director. Everyone on the committee has one vote except the president‑elect and the executive director. Officers include the roles above plus a national treasurer, a judge advocate, and any others named in the constitution. Most national officers are elected and begin at the annual convention. The executive director, national treasurer, judge advocate, and any others listed in the constitution are appointed by the national executive committee. Elected officers serve one year or until their successors are qualified. The committee fills vacancies (except for president, president‑elect, and immediate past president) until the next convention, when a successor is elected for any remaining term. If the president is absent or the office is empty, the national vice president from the same service acts as president.
