American Battle Monuments Commission must plan, estimate, build, and maintain memorials to U.S. forces in the United States and abroad where they served since April 6, 1917. It builds and cares for permanent art in U.S. cemeteries outside the United States; the Secretary of Veterans Affairs maintains those under title 38, section 2400(b). The Commission controls materials, design, rules, and construction, may set design rules overseas only with the host country's permission, and all designs need National Commission of Fine Arts approval.
