Require applicable amateur sports organizations to follow the child‑abuse reporting rules in section 226 of the Victims of Child Abuse Act of 1990 (34 U.S.C. 20341). They must set rules to limit one‑on‑one contact between a minor athlete and an adult who is not the minor’s guardian so the contact happens within sight and close enough for another adult to interrupt, except in emergencies. They must provide regular training to adults who regularly work with minor athletes (and to minor members with parental permission) on preventing and reporting abuse so complaints can be made easily. They must not punish anyone who reports under section 226 or who reports any emotional, physical, or sexual abuse. “Applicable amateur sports organization” means an amateur sports group that is not already covered by subchapter III, that takes part in interstate or international amateur competitions, and that has adult members who regularly contact minor athletes.
