The corporation may issue or loan, and may charge administrative fees or not, .22 rimfire and surplus .30 rifles, air rifles, .22 and .30 ammunition, repair parts, and other supplies needed for training and competition under the Civilian Marksmanship Program. Recipients can include affiliated youth training groups, the Boy Scouts, 4‑H, Future Farmers of America, and similar youth organizations. The corporation must keep proper oversight and accountability for those firearms. It must create security procedures for issued or loaned firearms that follow federal, state, and local law.
