The foundation must recruit high school students, including homeschooled students, to serve as nonpartisan poll workers or assistants where state law allows. It must place students in polling places across the country and work with state and local election officials, school districts and leaders, and qualified nonprofit charities (for example, 501(c)(3) groups) to do this. All work must stay strictly nonpartisan and not promote any political view. The foundation must also consult the chief election officials of the States, the District of Columbia, Puerto Rico, Guam, American Samoa, and the United States Virgin Islands.
