In addition, the chair and ranking minority member of the House Administration Committee (or their designees) and the chair and ranking minority member of the Senate Rules and Administration Committee (or their designees) serve as four nonvoting, ex officio members. Directors are not federal employees for most laws, terms last 4 years, and vacancies are filled the same way the original seats were filled. The board picks one director to be chair. The chair cannot be a current or former holder of any partisan elected office or a current or former officer of a national political party committee. The bylaws set how many directors make a quorum. The chair calls meetings and the board must meet at least once a year. Directors do not get pay but may receive travel expenses, including per diem, under sections 5702 and 5703 of title 5. Directors are not personally liable for board actions except in cases of gross negligence.
