The foundation can make its own rules and an official seal and do what it needs to carry out its mission. It has the usual powers of a corporate trustee in the District of Columbia, including accepting and managing gifts and bequests, buying or selling property, borrowing money, making contracts with public and private groups, suing and being sued, and taking other steps needed to run its work. It may accept donations that come with restrictions or other people’s interests if some current or future part benefits the foundation. Each year, beginning in 2003, the foundation may hold a conference in the Washington, D.C. area to honor secondary school students and others who have served or plan to serve as poll workers and who took part in the foundation’s programs.
