The Secretary of Defense must set prices for meals in officers', civilian, and enlisted messes so they cover food and operating costs. People on official travel who receive a per diem must pay at least $2.50 per day. The Secretary can lower the price by removing the portion that pays operating costs if that is in the United States' interest. Meals may be paid in cash or, for enlisted members and civilian employees, taken from pay. Visitors from organized nonprofit youth groups covered by an agreement in effect on June 30, 1986, must pay the commuted ration price. Spouses and dependent children of enlisted members in pay grades E–1, E–2, E–3, and E–4 may be charged only up to the food cost. When the Coast Guard is not operating as part of the Navy, the Secretary of Homeland Security sets its dining rates, gets reimbursed for costs, and may lower rates if appropriate.
