Allows a bonus to keep officers in engineering or science jobs if they meet rules. To get the bonus, an officer must be on basic pay, be below O‑7, have an engineering or science degree from an accredited school, be certified as technically qualified for the job, have done at least 3 but less than 19 years of such duty, and sign a written agreement to stay on active duty for 1 to 4 years. "Engineering or scientific duty" means work that needs an engineering or science degree and is marked by the service as a critical skill that has too few officers (the Secretaries of Defense, Commerce, or Health and Human Services make those designations). If an officer who got the bonus fails to finish the agreed service time, they must repay it under section 303a(e).
