The Navy can pay up to $50,000 to a surface warfare officer who signs a written agreement to stay on active duty and complete one or more tours as a department head on a ship, once the Secretary of the Navy accepts the agreement. An "eligible surface warfare officer" means an active-duty Regular Navy or Navy Reserve officer who is a qualified surface warfare officer, has been picked to be a department head on a surface ship, and has finished (or is within one year of finishing) their original service commitment. The payment and the length of the agreement can be prorated. After the Secretary accepts the agreement, the total amount is fixed and the Secretary will set payment amounts and dates. The bonus is extra pay on top of other pay. If an officer does not complete the agreed service, they must repay under section 303a(e) of this title. The Secretary of the Navy must make rules to run this program.
