The Secretary of Defense can put refunds from Department of Defense managed travel programs into operation and maintenance or research, development, test, and evaluation accounts that the Secretary chooses for the same fiscal year the refund is collected. Those refunded funds can only be used for official travel or for operations and to improve the financial management of travel. Managed travel program: covers air, rental cars, trains, buses, dining, lodging, and travel management services but does not include rebates or refunds from the Government travel card, the Government Purchase Card, or travel arranged by Government Contracted Travel Management Centers. Refund: any money recorded as a refund, rebate, repayment, or similar miscellaneous receipt.
