Department heads must set up and run compliance programs to stop wrong, unauthorized, inflated, or duplicate travel claims. These programs must use near‑real‑time electronic checks and other methods. They must also make sure payments don’t exceed actual, necessary travel costs or reasonable commercial travel rates. By not later than the date that is five years after the date of the enactment of the National Defense Authorization Act for Fiscal Year 2012, all travel claims must be handled electronically. A department head or their designee can waive that rule for a single claim if needed. Electronic processing must follow rules the Secretary of Defense issues under section 464 and apply evenly to uniformed service members and, where possible, other authorized travelers.
