For fiscal years 1998 through 2013, cost-of-living increases to compensation rates and dollar limits must use one single percentage for everything. That percentage cannot be larger than the Social Security increase for that year. If a new monthly rate or limit is not an exact dollar amount, round it down to the next lower whole dollar. "Social security increase": the percentage by which Social Security (Title II) benefits are raised for a fiscal year under section 215(i) of the Social Security Act.
