Summary
The Secretary must put a full report on how this subchapter is being run into the yearly report to Congress that section 529 requires. The report must cover the administration and include any recommendations for new laws the Secretary thinks are needed.

Title 38, §1754

The Secretary shall include in the annual report to the Congress required by section 529 of this title a comprehensive report on the administration of this subchapter, including such recommendations for additional legislation as the Secretary deems necessary.
