The Secretary may change the discount rates used when people pay premiums in advance for National Service Life Insurance, Veterans’ Special Life Insurance, and Veterans Reopened Insurance. Any new rate cannot be lower than the rate allowed for that program under section 1902, 1923, or 1925, and the Secretary may only make a change if they find it is practical to run and supported by the insurance math (administratively and actuarially sound).
