The Secretary can buy one or more group life insurance policies to provide the benefits in this part of the law, and may do so without following parts of another procurement law (section 6101(b)–(d) of title 41). Any company selling these policies must be licensed to sell life insurance in all 50 States and the District of Columbia and, as of the most recent December 31 for which the Secretary has data, must hold at least 1 percent of all group life insurance in the United States. The insurer that issues the policy must set up an administrative office where and under the name the Secretary chooses. The Secretary can arrange for parts of the insurance to be reinsured by other qualifying insurers, under terms the Secretary approves, and the Secretary may stop any purchased policy at any time.
