Allows certain service members who first joined between July 1, 1985 and June 30, 1988, who have served continuously and who were on active duty between December 1, 1988 and June 30, 1989 (the open period), to cancel a prior election under sections 3011(c)(1) or 3012(d)(1) during that open period. To use this option, the member must have been serving an obligated period of service and either finish that obligated period, or be discharged before finishing for specific reasons (a service-connected disability; a preexisting medical condition found not service connected; hardship; or a medical or mental condition not caused by willful misconduct as decided by the military department), or be released for the convenience of the government after at least 20 months if the obligated period was under 3 years or after at least 30 months if it was 3 years or more, or be involuntarily released because of a reduction in force. Before applying for benefits from the withdrawal, the member must complete high school or its equivalent or earn the equivalent of 12 semester hours toward a college degree. When the obligated period ends the member must leave with honorable service, be put on a retirement or reserve list, or continue on active duty. Their basic pay will be reduced by $1,200 (or by a smaller amount if an early discharge prevents the full $1,200 reduction). The withdrawal is final and cannot be reversed.
