The Secretary must run a long-term study, if Congress provides the money, that follows a statistically valid sample of people who start vocational rehabilitation in fiscal years 2010, 2012, and 2014. Each group must be followed for at least 20 years. By July 1 of each year covered by the study, the Secretary must send a report to the Veterans’ Affairs committees in Congress. The report must include any data needed to show long-term results and must include counts and changes in program participation; average months of active duty; disability ratings; other VA benefits, Social Security, and unemployment benefits received; employment measures (months worked and starting/ending pay); higher-education enrollment and credits/degrees/certificates earned; visits to VA and non-VA medical facilities; individual and household income; homeownership rates; and average number of dependents. The Secretary may add more data over time.
