Creates a Director of Construction and Facilities Management in the Department. The Secretary must appoint the Director. The job is a career reserved position as defined in 5 U.S.C. 3132(a)(8). The Director must directly support the Secretary on construction and facilities matters and must report to the Deputy Secretary for those duties. The Director must have an undergraduate or master’s degree in architectural design or engineering and real experience in construction project management. The Director must run planning, design, construction, and operation of the Department’s buildings and infrastructure, handle short- and long-term capital plans, oversee leasing, repairs, custodial and grounds work, and manage procurement and contracts for design, construction, furnishings, supplies, and equipment. The Secretary may assign other related duties.
