§312A Director of Construction and Facilities Management

Summary

Creates a Director of Construction and Facilities Management in the Department. The Secretary appoints the Director. The job is a career reserved position under section 3132(a)(8) of title 5. The Director must directly support the Secretary on facility matters and must report to the Deputy Secretary when carrying out those duties. The Director must have an undergraduate or master’s degree in architectural design or engineering and real experience in construction project management. The Director oversees planning, design, construction (major and minor), and operation of Department facilities and infrastructure. Duties include making short- and long-term capital plans, handling leasing, running repairs and maintenance (including custodial work, grounds, and roads), and managing procurement and contracts for design, construction, furnishings, supplies, and equipment. The Secretary may assign other related tasks.
