The Secretary can make agreements with public or private schools or other groups to give training needed for eligible people. If normal tuition rules do not apply, the Secretary can set fair and reasonable charges for that training. The Secretary must make rules needed to encourage good behavior by trainees and to run the training program. When training is approved under section 3541(a), a parent or guardian can get the special training allowance under section 3542(a) for the eligible person, choose to increase the basic monthly allowance under that section, and agree with the Secretary on fair charges under subsection (a).
