Defines two kinds of Filipino veterans. Commonwealth Army veterans are people who served before July 1, 1946 in the Philippine government’s organized forces while those forces were serving with the U.S. under the President’s July 26, 1941 order, including guerrilla units recognized by U.S. Army authorities. "New" Philippine Scouts are Scouts who served under section 14 of the Armed Forces Voluntary Recruitment Act of 1945. Both groups must have left service without a dishonorable discharge.
