The Secretary must use the Bureau of Labor Statistics to do a yearly study of unemployment for seven groups of veterans: Guard or Reserve members called to active duty; veterans who served in combat or a war zone in Post 9/11 Global Operations theaters; veterans on active duty during the Post 9/11 Global Operations period who were not in those theaters; Vietnam-era veterans who served in the Vietnam theater; Vietnam-era veterans who served on active duty but not in that theater; veterans discharged or released within four years of the study; and special disabled veterans. The study must also treat women veterans as a separate category inside each group. The Secretary must quickly send the study results to Congress. The law defines the Post 9/11 Global Operations period as the Persian Gulf War starting on September 11, 2001, and ending on a date set later by Presidential order or law. The Post 9/11 Global Operations theaters include Afghanistan, Iraq, or any place where the Global War on Terrorism Expeditionary Medal is given.
