The Secretary can accept a claimant’s written statement as proof that a needed family relationship exists when deciding benefit claims. This covers marriage, ending a marriage, a child’s birth, and a family member’s death. The Secretary can still ask for documents if the claimant does not live in a State, the statement looks doubtful, records conflict, or there are signs of fraud or falsehood.
