Allows the Secretary and staff the Secretary authorizes to require people to attend hearings within 100 miles; demand books, papers, and other evidence; take sworn statements and give oaths; help people with their claims; and investigate and question witnesses. Anyone called as a witness must be paid the same fees and travel mileage as witnesses in U.S. district courts.
