The Secretary must set up and run veterans assistance offices around the United States, its territories and possessions, and in Puerto Rico where needed to carry out the programs in this part. The Secretary can also keep offices on military bases elsewhere after talking with the Secretary of Defense and thinking about any recommendations from the Secretary of Labor. When picking office locations, the Secretary must consider where recently discharged veterans live, the needs of veterans who are educationally disadvantaged (including making outreach services accessible), and the need to offer outreach in sparsely populated areas.
