Create and run a program called "Solid Start" to help veterans who just left the military. The VA must get better at answering new veterans’ questions and must coordinate help for them. Under the program, VA (working with the Secretary of Defense) must collect current contact information during transition classes or separation counseling and explain the program; tell veterans about their eligibility for VA programs and benefits, how to enroll under section 1705, and how to get care under sections 1703 and 1710; and connect veterans in crisis to immediate help. The VA must call every veteran three times in the first year after separation, put program information on its website and in transition materials, make calls fit each veteran’s situation, focus on veterans who used mental health care before leaving, give women veterans tailored information, share state and local resource info when possible, and track how well the program works. The VA may ask for alternate contacts and may send tailored mail if calls are missed. Vet Center — meaning given in section 1712A(h). Veterans service organization — a group the Secretary recognizes to represent veterans under section 5902.
