The Board must reverse or change its decision if there was a very obvious mistake. That change counts for benefits as if made on the original decision date. The Board can review such errors on its own or when the person who wants benefits asks. Requests can be made anytime, must go to the Board, and the Secretary must promptly send any filed request to the Board.
