§725 Annual Performance Plan for Political Appointees

Summary

The Secretary must run a yearly performance plan for every political appointee in the Department, like the one used for career Senior Executive Service employees. Each plan must check whether the appointee meets four goals: recruiting and keeping well-qualified staff; engaging and motivating employees; training and preparing employees for future leadership; and holding managers responsible for the performance of their staff. A political appointee means either a job taken out of the regular hiring system because it is confidential or policy-making, or a Senior Executive Service job filled as a noncareer appointee.
