The Secretary must give every political appointee at the Department a yearly performance plan like the one used for career Senior Executive Service employees. A "political appointee" means either someone in a job exempt from regular competitive hiring because it involves confidential or policy work, or a Senior Executive Service noncareer appointee. Each plan must check if the appointee is meeting four goals: hiring and keeping well-qualified staff; engaging and motivating employees; training and preparing employees for future leadership; and holding managers responsible for the performance of their workers.
