Give the Court of Appeals for Veterans Claims an official seal that the court must accept. The Court may hear cases with one judge or in panels, and each panel must have at least three judges. The Court makes the rules for assigning judges to panels and for naming the panel leader. More than half the judges make a quorum for the Court to act, and more than half of a panel make a quorum for that panel. Empty seats do not stop the Court or a panel from doing their work. The chief judge leads any session they attend. Other judges lead by who was appointed earlier, and if appointed the same day, by age. Judges can give oaths.
