Keeps most records of the Court of Appeals for Veterans Claims open for anyone to see. This includes decisions, briefs, motions, documents, exhibits, and hearing transcripts, unless the court decides some information must be kept private. The court can seal papers to protect secrets. After a decision is final, the court may let a party take back original items they submitted or handle those items as it thinks best. The court must make rules under section 7264(a) to protect privacy and security for paper and electronic filings. Those rules should match, when possible, privacy and security practices used in other Federal courts and follow best practices from Federal and State courts.
