The Secretary must create an advisory group called the special medical advisory group. It must give advice to the Secretary and to the Under Secretary for Health about caring for disabled veterans and about other matters related to the Veterans Health Administration. Members are picked by the Secretary after the Under Secretary for Health recommends them. The group must include doctors, dentists, podiatrists, optometrists, related scientists, other people with relevant experience, and one disabled veteran. The group must meet regularly as the Secretary decides. Member numbers, terms, pay, and allowances follow current law and rules. By February 1 each year it must send a report to the Secretary and Congress about the prior fiscal year, except no report is required after December 31, 2004.
